Hudud will effect cats and other pets?

An Egyptian man's hand was cut off. He was caught stealing several times.

This cat was caught stealing, a fishmonger (maybe he was a strong supporter of Hudud) hacked off its leg. 

We're not saying that Hudud will be done this way. But then again, we dont know what the Muslims really wants. Today PAS said that they will hold Hudud for a while. Can "God's" will be hold by PAS clerics?
